I wrote this in 1999, years before joining the Raytheon Learning Institute I needed to staff defense projects with engineers and their leads capable with technology which was too new to have any traditional training or even briefings; at a time of rapid change, for example Java was in Beta (one sixty page concept book) with talk of DoD requests-for-proposal. (As technologies develop they go from Beta concept simulation to Alpha limited demonstration to Initial Testing by early adopters.)
